The Rules of the Cyber SEA Game 2024
1. INTRODUCTION
The Cyber SEA Game 2024 is operated and managed by the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC) through Trend Micro Incorporated.
This rule set forth the official rules (hereinafter referred to as the “Rules”) for the Game.
The Game will be conducted in accordance with the Rules. The Rules shall rule on any matters not covered herein or in the event that the application of the Rules would result in a significant lack of fairness.
2. OUTLINES OF THE GAME
The Cyber SEA Game is a capacity building event through CTF based technical contests in which participants compete using various technical knowledge and skills related to cybersecurity. The Game aims to contribute to providing opportunities for young people in ASEAN member states to learn about CTF based technical contest and Cybersecurity related knowledge & skills through real technical competition.

Competition Format: Jeopardy (Dynamic Scoring)
Team Size: 4 persons, remote players are not allowed
3. ELIGIBILITIES
The following qualifications are required to participate in the Game. If the AJCCBC determines that an applicant does not meet any of the following qualifications, such applicant will not be allowed to participate in the Game. No participant shall object to or appeal against the decision of the AJCCBC.
3.1
Participants may register individually but work as a team of four from the same country, and all of them have to agree to the Rules. All participants must meet the eligibility requirements set forth in this section.
3.2
Participants have applied for participation by submitting the entry form (“Entry”) on the AJCCBC website (“Website”). Any false, erroneous or incomplete in the entry form in whole or in part shall not be eligible to participate the Game.
3.3
Participants must be less than 26 years old and not be CTF professionals or alike.
3.4
Participants are not involved in the production of CTFs questions.
3.5
Participants are able to receive and response to communications from AJCCBC during the Game.
3.6
Participants understand and comply with the Rules.
3.7
Participants, including their relatives, shall not be an antisocial force (such as a crime syndicate, a member of a crime syndicate, a quasi-member of a crime syndicate, a corporation related to a crime syndicate, a socially motivated criminal organization, a politically motivated criminal organization, a specially intelligent violent group, or any other similar group) or a person who have any contact or relationship with antisocial forces such as cooperating or being involved in the maintenance, operation or management of antisocial forces thorough provision of funds or other means.
4. HOW TO ENTER
4.1
Participants must register at the Game Platform and submit their entry form to the AJCCBC site. At that time, participants need to answer all questions on the entry form.
4.2
For the entry, Participants must meet the requirements of above article “3. ELIGIBILITIES”.
4.3
Participants may register only once.
4.4
When participants submit the entry form, participants shall be deemed to have accepted to be bound by the Rules and all the decisions of AJCCBC are final.
5. CTF FORMAT AND METHOD OF DETERMINING WINNERS
5.1
The CTF of the Game will be held in Jeopardy format, and it will be conducted online and in-person.
5.2
Method of determining the winner Dynamic scoring will be used as the scoring method. Winners will be determined by this scoring method, and the ranking will be determined in the order of the highest points.
6. Prohibited Activities
Participants must NOT engage in any of the following activities:
- (1) Violation of the Rules
- (2) Actions that violate laws and regulations or that are related to criminal activities
- (3) Infringement of the intellectual property rights, portrait rights, rights of privacy, rights of honor, or any other rights or interests of AJCCBC, other participants, or any other third parties
- (4) Fraud or threats against AJCCBC, other participants, or third parties
- (5) Offensive language or behavior toward others (including verbal abuse, slander, insults, coercion, harassment, or any other language or behavior that AJCCBC considers as inappropriate as the language or behavior of a participant in the Game)
- (6) Interference with other participants
- (7) Peeking at another Participant’s answers, etc. in whichever manner
- (8) Providing the exercise questions, hints, or answers to someone except for the same team members during the CTF of the Game.
- (9) Obtaining any hints or answers from any person except for the same team members during the CTF of the Game, except those given by AJCCBC
- (10) Attacks on servers and network system other than those permitted by the exercise questions
- (11) Actions that place an excessive burden on the competition network, server, system, etc.
- (12) Encouraging other participants to lose, or intentionally losing in response to such encouragement
- (13) Failure to comply with any instructions or requests by AJCCBC, which are necessary for the progress of the CTF of the Game. In addition, acts that may intentionally obstruct or interfere with the operation of the CTF of the Game
- (14) Failing to properly answer questions from the staff of AJCCBC that are necessary for the event to proceed, or making a false declaration
- (15) Act of impersonating
- (16) Causing disadvantage, damage, or discomfort to AJCCBC, other participants, or other third parties
- (17) Supply of benefits to antisocial forces, etc.
- (18) Acts that are offensive to public order and morals
- (19) Disclosure of any contents of challenges in Cyber SEA Game in publicly accessible space. This includes uploading or posting any contents to public web/cloud services (e.g. VirusTotal, UnPHP, etc.)
- (20) Directly or indirectly causing or facilitating any of the prohibited acts set forth in this section
- (21) Attempt to commit any of the prohibited acts set forth in this section
- (22) Any other activities that AJCCBC deems inappropriate
7. PENALTIES
7.1
If AJCCBC deems that a participant violates the Rules or any one of the prohibitions set forth in above, the participant who violated the Rules will be penalized with disqualification from the CTF of the Game. In addition, if AJCCBC determines that the violation is serious, the participant may be banned from future competitions or suspended from participation.
7.2
If a participant is disqualified from the CTF of the Game due to a penalty, he/she will be disqualified from winning the prize.
7.3
In the event that a participant causes damage to AJCCBC due to a violation of the Rules, AJCCBC may make a legal claim, including a claim for compensation for damages, against the participant.
8. PRIZES
8.1
Participants ranked within the top three in the CTF of the Game will be granted a designated winning certificate based on the ranking.
8.2
The prize is only available to those who meet all requirements. The participants must provide all necessary information to receive prizes as required by AJCCBC.
8.3
If the winner fails to submit the information requested above or if the winner cannot be contacted or confirmed due to such failure, such winner is disqualified as a prize recipient will not be granted.
9. OTHER MATTERS RELATED TO THE CTFS
9.1
As a general rule, English will be used for questions and announcements during the Game.
9.2
Information and Q/A during the CTF of the Game will be provided by the method separately announced on the CTF Platform.
9.3
Detailed information regarding the CTF of the Game will be provided in the competition environment on a case-by-case basis.
10. LIMITATION OF LIABILITY AND DISCLAIMER OF WARRANTIES

AJCCBC do not warrant, expressly or implicitly, the integrity of the competition system or any problems that may arise. AJCCBC do not warrant that the competition will be free from defects. AJCCBC shall not be liable for any damages incurred by participants.
10.2
AJCCBC reserves the right to postpone or suspend the CTF of the Game in the event of platform or system trouble or other operational necessity. AJCCBC shall not be responsible or liable for any damages or losses of any kind, including direct, indirect, incidental, consequential or punitive damages arising out of any postponement or interruption of the Game.
10.3
AJCCBC shall not be liable for any trouble between participants or for any damage or losses of any kind, including direct, indirect, incidental, consequential or punitive damages caused by a participant’s violation of the Rules, except in cases where such damage or losses are attributable to instructions or responses of the AJCCBC or others involved in the management of Game.
10.4
AJCCBC shall not be liable for any damages or losses caused to participants or third parties during the Game or for any action or omission made in connection with the Game, such as infringement of intellectual property rights, theft of ideas, slander, or discrimination.
11. RIGHTS OF PORTRAIT OR PUBLICITY, AND HANDLING OF THEPERSONAL INFORMATION
11.1
By entering, participants agree and consent to permit that AJCCBC may use the information regarding the strategies and the attributes of the participants for the purpose of improving the Game and for advertising and publicity of the Game. In addition, the personal information of participants provided at the time of entry will be used within the scope of the operation of the Game and publicity related to the Game.
11.2
Participants agree and consent to permit AJCCBC to use their portrait or handle names on the websites (including, but not limited to, this Website), Facebook, and other media created by AJCCBC and other parties involved in the Game. However, if a participant who does not want his/her photograph(s) published inform AJCCBC, photograph(s) of such participant will not be used. In addition, the participants agree that AJCCBC may use the participant’s personal information as (i) statistical information in a form that does not identify the participant, (ii) for the purpose of providing the prize of the CTF of the Game and (iii) for providing information about the CTF of the Game and other events.
11.3
AJCCBC will handle personal information (including images taken during the Game) in accordance with the AJCCBC Privacy Policy in addition to the terms and conditions set forth herein.
12. CONFIDENTIALITIES
Any information regarding the CTF of the Game system of which the participants will be exposed or will learn during the Game shall remain confidential, and the participants shall not disclose it to any third party for any reason whatsoever.
13. GOVERNING LAW AND JURISDICTION
13.1
All matters relating to this Game and the Rules shall be governed by and construed in accordance with the laws of Thailand.
13.2
Any dispute arising out of this Game and the Rules shall be subject to the exclusive jurisdiction of Thailand.
14. MODIFICATIONS OF THE RULES
14.1
AJCCBC reserves the right to change the Rules at any time without any notice.
14.2
Any changes to the Rules will be posted on the Website and will become effective immediately.
