NCSA X JICA Open New Regional Cybersecurity Training Facility for AJCCBC

On August 18, 2025, a ceremony was held in Bangkok, Thailand, to mark the opening of the new training facility for the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC), which will serve as a hub for technical cybersecurity training for the ASEAN region through the collaboration between Japan and ASEAN. The event was attended by delegates from the Government of Japan, the Government of Thailand and the ASEAN Member States.
 
The ceremony commenced with opening remarks delivered by AVM Amorn Chomchoey, Secretary General of the National Cyber Security Agency (NCSA) of Thailand, who warmly welcomed all distinguished guests.
 
The ceremony was honored by congratulatory remarks of:
 
• H.E. Otaka Masato, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Thailand
• H.E. Satvinder Singh, Deputy Secretary-General of ASEAN Secretariat (ASEC) (recorded message)
• Mr. Akasaka Shinsuke, Deputy Director-General, Ministry of Internal Affairs and Communications (MIC), Japan
• Ms. Joy M. Sakurai, Chargé d’Affaires a.i., U.S. Mission to ASEAN (recorded message)
• H.E. Lee Jang-Keun, Ambassador of the Republic of Korea to ASEAN (recorded message)
 
Keynote speeches were also delivered by:
• AVM Amorn Chomchoey, Secretary General, NCSA Thailand
• Ms. Naruse Yuki, MIC, Japan
• Dr. Yasuda Shingo, National Cybersecurity Research Institute (NICT), Japan
 
To formally conclude the ceremony, Mr. Yamada Tomoyuki, Senior Director of the Office for STI/DX, Governance & Peacekeeping Department, Japan International Cooperation Agency (JICA), delivered the closing remarks.
 
The official opening was marked by a ribbon-cutting ceremony jointly conducted by H.E. Otaka Masato, AVM Amorn Chomchoey, Mr. Akasaka Shinsuke, Mr. Ekkapong Rimcharoen, Inspector General of the Ministry of Digital Economy and Society (MDES) of Thailand, and Mr. Arthur Glenn Maail, Senior Officer of ASEC, whose support and leadership were crucial to the success of the event.
 
Following the ceremony, a group of attendees observed AJCCBC’s technical training program on CYDER. Notably, this marked the first-ever use of the new version of CYDER, based on a new scenario (ransomware), demonstrating the Centre’s commitment to advancing regional cybersecurity training.
